I've secured a 100 page PDF eBook in Acrobat Pro DC, version 2020.12. When I password secured the PDF, I allowed for "low resolution printing" in the Properties/Security settings.
A customer tried upload the PDF to Staples to print and is getting a message that the file is locked. Is there a workaround for this kind of thing? Also, are hi-resolution and low-resolution print permissions the only ones?

As per the above description, you have allowed low-resolution printing of the PDF and secured it with a password.
Did you check if you are allowed to print that PDF in the application when opening at yours end? Also, check the document properties of the PDF.
To check that, open the PDF and go to File > Properties > Security. Check if Printing shows as allowed there under the Document Restrictions Summary.
Regarding your second question: Yes, there are only two options for printing that are available when you secure the PDF with a password.
